October 4, 2025 | Important information about the US Government Shutdown

The United States government has shut down, which means a lapse of funding for federally funded programs has occurred. We do not know when the government shutdown will end, but we do know that most CCA programs are not impacted.

 

The following CCA program programs are impacted:

    Rural agricultural IoT program.

 

If you currently have an IoT deployment for your farm with at least one crop and your ZIP Code starts with 10 your program funding has been interrupted. Service is guaranteed until at least December 15 or until the United States Department of Agriculture (USDA) funding is restored, most likely when the entire US government reopens. Over 99% of CCA participants are not impacted by this particular program outage because this particular program is being administered by CCA as a result of a contract assignment by the original prime contractor.

 

We have submitted several grants to the federal government which we do not believe we will get as a result of the government shut down. Once the government reopens, we will reapply for these grants and new grants.

 

October 4, 2025 | Important information about EO 14218 (about future federally funded grants)

CCA is expected to apply for and hopefully be awarded federally funded grants to support certain programs. As a result of executive order 14218, CCA is required to ensure that federally funded program dollars only benefit persons who are lawfully within the United States. Although no changes have been implemented yet, we will need to work on policy to ensure compliance with this executive order to ensure we can get and use federal dollars lawfully but please be reminded that as of today no programs that any of you use are funded with federal dollars.

 

As a reminder, there are zero programs today that use federally funded dollars that anyone in this server use. Additionally, CCA will NOT be required to verify the immigration status of any of the existing enrolled participants because they have already been verified offline.

 

October 13, 2025 | Important information about EO 14168

The United States Government issued Executive Order 14168, which directs federal agencies to control the use of federal funds for certain issues. In summary, this order only affects federally funded programs and is expected to result in new compliance guidance for federal contractors and grantees over the coming months. Once agencies release their official rules, we’ll review them and determine if any policy updates are necessary.

 

This Executive Order does not directly affect most CCA programs because nearly all of our activities are privately funded and not tied to any federal grant. However, it may impact future grant opportunities if those programs use federal dollars.

 

What this means for CCA participants:

None of the programs currently available to you are affected.

Programs that are funded through private, cooperative, or state sources will continue without interruption.

 

If CCA applies for federal grants in the future, we may need to review or adjust our materials, policies, or language to comply with any new federal rules that agencies issue under this Executive Order.

 

No participant information, records, or data will change, and there are no new requirements for you.

 

CCA will continue to treat all participants with respect inline with its own nondiscrimination policy, available at https://governance.coopalliance.org/cca-nondiscrimination.pdf, even if it conflicts with orders relating to EO 14168.

 

October 13, 2025 | Important information about EO 14224

The United States Government issued Executive Order 14224, which designates English as the official language of the United States.

 

Despite this, CCA continues to comply with existing laws, notably Title IX of the Civil Rights Act of 1964. Our policy notice is available at https://governance.coopalliance.org/cca-lep.pdf
